Excellent pieces of advice. One item that I have found useful for spyware/malware removal is MalwareBytes. This seems to get some of the nasties that standard Internet security suites don't catch or remove.

Ah, yes. Thanks for mentioning. Often times, OpenDNS is superior to your ISP's own. You may experience faster browsing once you switch to OpenDNS.

There's also content filtering that parents can easily set up.

Great advice. I've changed to open DNS and besides the security issues it has solved another issue I had - that of websites not loading when using my ISP's DNS service.

One note on the sluggish startups...

Spywares / adwares is one likely cause, but many times, people just have too many programs starting up. From MSN messenger to various other programs, everytime a program is installed people forget to uncheck 'start with Windows' or 'launch at startup'.

Nont only do they slow the startup process, they keep running in the background using up the resources.

Only let programs you really want launch at startup. This seems to solve a lot of my friends' slow computers.
